So we need another summary of what we know about your system:
- Windows 7 64-bit desktop machine
- Nvidia GeForce GTX 1060 3gb
- GOG version of Swat 3
- No Last Resort mod installed
- Admin account trying to run the game
- Setting the game to run with admin privileges didn't help
- K-Lite Codec pack was installed and now uninstalled
- Installed XVID codecs but replacement movies still don't work
- "-nointro" flag allows game to start but crashes when any movie played
- Education movies in Swat 3 can't play either
What we haven't confirmed yet:
- Can your machine switch to a desktop resolution of 640x480
- What video card do you have Amd/Nvidia and model
- Now that you installed the XVID movies and codec does the education videos work in Swat 3?
- Can you run an XVID movie with Windows media player for example "Sierra.avi"

Here is the solution:

Downloading June 2010 Direct X (link through gog support)
Compatibility mode settings (usually set up automaticaly from the gog installers)
Now the question is did he really need the Direct X file to fix the issue or did he have one of the machines that works fine just with the XVID replacements?
The other question is what compatibility settings is he talking about? I assume "Windows XP SP3 compatibility mode"?
I couldn't find the DirectX file on the microsoft site but I think I found it on this site:

Below is a Mpeg 4 file you can test to see if it works better for you. It contains just "sierra.avi" but that will be enough to get into the game.
