I cannot give you a source for a secure no cd .exe, in fact my first thought was gamecopyworld.
Considered the security issues, why not install Swat 3 1.0 in a Virtual Machine Environment either with XP or Windows 10 and the no cd exe from gamecopyworld?
Seems a doable workaround that for my understanding would isolate/mitigate any security risk while being able to look into version 1.0, especilly given the games low specs.
That is probably what I would do

Ultimately I was just too lazy. All I wanted to do was view the 1.0 files anyways. I was able to install from CD no problem but I didn't have a working 1.0 no-CD crack. Opening the .RES files told me what I needed to know.

The trip down memory lane wasn't worth the extra effort. I had Valheim to play
