Not sure if this affects Swat 3 or not but apparently new AMD drivers are no longer supporting older games.

Many PC gamers from across the web are reporting that the new driver set has broken compatibility with several popular DirectX 9 titles, such as Command and Conquer 3, Red Alert 3, both game's expansions, Battle for Middle Earth 1 + 2 and The Witcher Enhanced Edition. We have installed several of these titles onto our test system and have confirmed that these games crash on startup with AMD's Radeon Software 17.2.1 or newer drivers, but function on the companies older Radeon Software iterations.

Are they trying to convince PC gamers not to buy their products because that is how you do it.

Always AMD with its issues, if its not dgVoodoo related its something else, like the older Rogue Spear games I can't get working on a AMD was even trying "Rainbow Six Black Ops" which is a mod that merges all the Rainbow Six games into one and is meant to have AMD fixes.

Just gets tougher each year to run older titles :(

Looks like AMD already looking into fixing it.

This early access driver is being provided for users who have had issues launching a small number of DirectX 9 based games. This alpha driver has not been fully tested by AMD and is not recommended for general use.

Hope it is true. Originally it seems they said they weren't going to fix the issue but perhaps with enough complaints they started worrying about their reputation.
